Performance-Based Pilot Project V2 Workgroup

PURPOSE: The second Performance-Based Pilot Project is composed of small- to medium-sized Los Angeles County alcohol and other drug treatment programs serving the adult population. The purpose of the second Performance-Based Pilot Project (PBPP v2) is to continue to review existing performance and outcome treatment data in order to evaluate and improve Los Angeles County alcohol and other drug treatment programs.

 

SUBJECTS: Similar to the first pilot project, participating providers will be selected from volunteer providers.  Those selected will collect and submit encounter data such as that related to processes, service, billing, performance, etc. from one of their facility sites that provides outpatient counseling. The funding for these treatment services may come from federal, state, general, or other county sources.

 

DATA REQUIRED:

 

  • the name of the agency;
  • site location;
  • participant identification number;
  • participant date of admission;
  • participant date of discharge, when available;
  • individual counseling sessions, identified by the date they were conducted and the type of session (e.g., assessment, treatment planning, or counseling);
  • group counseling sessions, identified by the date;
  • the date the assessment was completed; and
  • the date the initial treatment plan was completed.

Additional optional data elements include case management and urine testing.  These elements are only recorded if they are conducted at the treatment program and, as with the other elements, are identified by the date they occurred.

 

PROCEDURE: PBPP v2 providers will follow the same procedures as providers who participated in the first pilot project.  They will spend about 6 months collecting data, attend monthly meetings to review the data collected, and work with the Los Angeles County, Department of Public Health, Substance Abuse Prevention and Control (SAPC) and UCLA in interpreting the data.  SAPC and UCLA will then review the data from both pilot projects to discern the areas of program performance to focus on in the upcoming fiscal year.

 

These performance areas are:

 

  • Client engagement – the percent of participants who remain in treatment for at least 30 days and those who attend at least a minimum number of sessions in the first 30 days;
  • Timely submission of admission and discharge questionnaires.
  • Retention – the total number of days between treatment admission and discharge; a designated minimum number of treatment sessions attended may also be included as a requirement;
  • Percent of completed exit interviews, which must include the completion of the discharge questionnaire.

Additional performance measures may be developed.

 

In addition, UCLA and SAPC may decide to examine client outcome areas including client abstinence at discharge; reduction in primary substance use; change in stability of housing from admission to discharge; involvement with the criminal justice system (number of arrests, jail days, and prison days); and social productivity (employment and education).


To keep providers informed of their standing, UCLA will work with SAPC information systems staff to analyze the data and assist SAPC in developing automated provider performance reports.  These reports will be made available to providers through the Los Angeles County Participant Reporting System. 
Once the data collection is completed, data will be analyzed and performance standards will be drafted.

 

At the conclusion of the second pilot project (Spring 2010) SAPC, UCLA, and providers will meet to discuss and prepare a brief report that will include pilot project findings and recommendations for further performance management and future performance-based contracting.
